Assuming NFHS rules.
The penalty for an unreported sub is a team warning and on the
next offense for that team, the player is restricted to the bench. There is no out charged. It does not matter how long the unreported sub has been in the game.
Interference is an immediate dead ball, so did the runner cross the plate before or after the interference?
