The idea of this is to avoid confusion. I noticed that if we tell the players to "stand outside the 3-point arc" or to "clear the lane", they will try to get the rebound after the 2nd FT (at least for younger players). Saying "everybody behind the division line" avoid such confusion, though I know there is no rule supporting it.
