USSSA 11AA game, played under OBR:

Time limit expired, bottom of the last inning, tie score. Bases loaded, one out, infield in to cut off run at the plate. Batter hits a popup to right side of the infield near the outfield grass. Since the infield was drawn in, it was not a routine play, therefore infield fly was not called. First baseman made a running catch over his shoulder for the second out and fell down. Runner on third tagged and beat the throw home for the winning run. Offensive team runs off the field. Defensive team remains on the field and appeals the runner on second didn't tag up. Defense contends that would be the third out so the run shouldn't count. Long, long discussion ensued between the umps, tournament director, coaches from both teams, and some guy who stayed at a Holiday Inn Express last night. Several phone calls were made to other "more experienced" umps. Eventually the decision was made that the run counts - ball game. I wasn't around when the final decision was made, but a rule that covered this scenario was apparently cited. I've been unable for find such a specific citation.

1. Did the umps get the call correct?
2. What specific citation in OBR covers this scenario?
