Is that an NFHS rule?? NCAA requires that uniforms be changed only if medical personnel determine that the uniform is "saturated"...never heard anything like what you've got posted here...
It's not a NFHS rule. I know of no such verbage in the book that says blood on the jersey cannot be exposed.
