A pick is another name for what we would call a screen. It's a situation in which one player stands still in the path of an opponent. This is usually done by the team that has the ball. One player will stand still while his teammate runs past him. When he goes by, the opponent runs into the "pick", leaving the other player open to receive the ball.

Unfortunately, I don't know what "re-pick" would mean, or what "down" means in your context. Sorry I can't be more help.
