2 feet on the floor facing means just that - nothing exact, precise or literal to ponder. Sounds like you had 2 players obtaining LGP. Only question to be answered is did the dribbler get head & shoulders past the defenders when contact was made. If yes, a whistle can be a block. If no, a whistle can't be a block.
