NOCSAE has apparently (based on one manufacturer's press announcement) been issuing approvals since at least last May.
I would not be surprised if during the early season (non-Championship play) we are instructed to ask the coach to certify that all of his team's equipment is legal, and then if it looks like a face mask, it is a face mask.
It is not at all unusual for 3rd party testing / approval agencies to begin issuing approvals after the draft standard has passed muster but before the final standard is actually published. A careful reading of the NOCSAE proposed standard on their web site will show it has had a couple of minor revisions since it was first published.
