Fair? Yes. Equal? Absolutely, positively not.
Is it failr that I call 10 fouls against the one team and 1 against the other? Well, it depends on the game. Should I call a tight game so that your "non-bangers" have a better chance against your opponents? Not if that's not how we normally call the game.
