Question

Officiating an 8th grade boys game with a 14 yr. veteran official. Ball is past to the top of key. Defensive player sprints up and plants both feet without making contact. Offensive player with ball spins sideways to protect the ball and then comes back with an elbow to the gut.
My partner blows whistle and signals for the Technical. The offenswive coach complains, what's that? Partner says, "that is an automatic T."
I'm not disputing the call but where is it found in the rules that the call is an automatic technical?
Rule 9-13 addresses excessive swinging of Elbows without contact as a violation. A little help?
