Whether the ball has already hit the glass or not doesn't matter one bit. That factor has NO BEARING AT ALL on a goaltending call at the high school or college level. It is an NBA rule only.
Three criteria must be met for goaltending in NFHS and NCAA play:
1. The ball must be on its downward flight OUTSIDE of the cylinder
2. The ball must be above the level of the ring
3. The try must have a chance of going in / being successful
(Unless the play is during a FT, then upward flight counts as well.)
If your play meets ALL three of those, then it is goaltending.

(If the ball is INSIDE the cylinder, then basket interference is the proper call if THE BALL is touched.)
