You guys are making this too hard.
Foul before horn means we have a foul and free throws.
Foul, horn, release with made basket means NO basket and shoot the free throws.
Horn and ANYTHING AFTER IT game over.
Now if we are talking NCAA, then the timing of the officials whistle would come into play, because there is no lag time. If we have foul, whistle, and then horn, time would be put back on the clock and a ball released after the foul and horn could be scored.
