An interesting problem - for him to be bench personnel there would have to be a coach to notify. Had there been a coach, player may have been bench personnel, depending on the timing of the 2nd T and the notification. I hope the league has a suspension policy for guys like this.

A couple of years ago in a mens league we had a problem with the T not carrying enough weight. 2 T's and your out but next game you were back to break my "onions". So we as officials told the lesgue director that T's needed to mean more. We decided that on the 3rd T, during the season, the player would sit out the rest of game being played and the next one. 4th T, 2 games suspension. On the 5th accumulated T he would be out of the league for the rest of the season and asked not to return for next season. This has weeded out the undesireables and given us as officials a little more control/power. See if you can implement it into your mens leagues. It's fair, I think for both parties.
