It's not a technical during play. The coach might have heard someone call a technical for reaching across the oob plane and hitting the in-bounding opponent. During play, if the team is calling "foul, foul" and you think they're just trying to stop the clock, you have the option (or even responsibility depending on your assignor's preferences) to call an Intentional foul, which is different from a common foul, and carries it's own set of penalties.
