Looks like it was. They put 6 points up. Anyhow, from the replay he clearly got control of the ball while placing one foot on the ground and the other foot hit the lower leg of the defender and then the elbow hit OOB. Maybe hitting the leg of the defender was equal to hitting the ground.

The onside kick was a good play. The ball appeared to have hit the ground. Even if it hadn't no player called a fair catch and no player was impeded.
