All normal substituion rules are in effect. So, any player eligible to enter the game can shoot the throws. In FED, different players can shoot each of the throws. If a player enters to shoot the throws, s/he can leave, but the player who left (for the sub) cannot re-enter until the clock has run.

It's not an APTI. It's a throw-in as part of the penalty for a T. Leave the arrow alone. (Had this happened at some other time during the game, you'd have no problem administering this properly -- the rule (except for SETTING (not reversing) the arrow) is the same when it happens before the game.)
