Techical/APTI violation

All normal substituion rules are in effect. So, any player eligible to enter the game can shoot the throws. In FED, different players can shoot each of the throws. If a player enters to shoot the throws, s/he can leave, but the player who left (for the sub) cannot re-enter until the clock has run.

2. Pregame dunk on team B. Team A shoots the T. A1 gets ball for throw in. AP now points to team B. A1 violates by stepping 4 ft to the right. Usually on APTI the team that violates loses the ball AND the arrow. What happens to arrow here? Team B already has arrow. Is the first throw in considered an APTI (alternating possession throw in)?

It's not an APTI. It's a throw-in as part of the penalty for a T. Leave the arrow alone. (Had this happened at some other time during the game, you'd have no problem administering this properly -- the rule (except for SETTING (not reversing) the arrow) is the same when it happens before the game.)
