The Jim Evans Baseball Rules Annotated has become known as the JEA. The most recent publishing, I believe was in 1992. It is over 600 pages long counting the indices. In addtion to the exact quote of each rule it provides the history, professional interpretation and common usage.

Legal copies are not available at this time, however Jim has said that he will make it available within a year. He also said the indices will be abbreviated and the new version should be less than 500 pages. I don't believe a publisher or date has been firmly selected yet, but Officiating.com is in the running.
