If one is holding the ball how can the other one travel? Would it not have to be both players moving with the ball?

I don't have my rule books in front of me but if you go to Rule 4 (Definitions) in the Rules Book (both NFHS and NCAA) you will find that it defines such a scenario as described by Chuck as traveling.
