Well, if the penalty is accepted (and I don't know why it would not be), the IW is ignored (Rule 4-2-3), and A has the ball back, 1/10 from the B25.

If for some reason the penalty is not accepted, B can choose to accept the result of the pass (1/10 for B at their 20), or they can choose to replay the down, 1/10 for A at the B40. If A chooses to decline the penalty, and B chooses to replay the down, then I would go home.
