Maybe the intramural director needs some guidance in switching to the normal 3-man system, whether college or HS. I'm not familiar with the "old" system, but there seems to be little benefit to doing things that way. For many new officials, intramurals is a nice way to get used to reffing in a relatively low-key way. It would be much more help to them in their development to learn the proper and currently used mechanics, rather than an "in-house" system. Perhaps someone from your local officials association would be willing to help with the transition by doing a clinic for the IM reffing staff. As to where to find material about the OLD system, I have no idea. Good luck!
