I stopped by our State Assoc office (Iowa) and spoke with a couple of authorities. They through this one at me and I did not think it thru and failed.
I said half the distance from the end of the run. But PSK ends where R caught/kick ends. Thus the kickers should decline the penalty since they can only go back to the 15; the result of the play puts R on its own 10.
This is why we need to take our time on the field.
