Scrimmage Kick/PSK or What??

It is 4th and 6 from K's 40 yard line.

K is in scrimmage kick formation.

K punts the ball to R

While the kick is in the air R55 holds K46 at R's 30 yard line,

R22 catches the ball at R's 25 yard line and begins his return. He begins to retreat to try and get to his blocking wall. R22 is tackled at his own 10 yardline (R's 10 yard line).

As the White Hat what options/enforcement do you give?

Pretty straight forward..
Tell team-K that team-R will next snap the ball from the R-15 or from the R-10... what would you like? (hint, hint R-10).

Give appropriate signals to the pressbox/stands.

I stopped by our State Assoc office (Iowa) and spoke with a couple of authorities. They through this one at me and I did not think it thru and failed.

I said half the distance from the end of the run. But PSK ends where R caught/kick ends. Thus the kickers should decline the penalty since they can only go back to the 15; the result of the play puts R on its own 10.

This is why we need to take our time on the field.
