As a instructor of new basketball officials I do not use the phrase "constructive criticism" because it is an oxymoron. "Constructive" means to build-up and "criticism" means to tear down in a derogitory manner (at least when used in the phrase "constructive criticism"). Whether I am teaching new officials or observing veteran officials, I evaluate. I let officials what the are doing well and where they need improvement. And I like to same for me when I am being evaluated.
