The rationale was basically that the NBA is not the manufacturer, so the 2 1/2 in logo rule does not apply.

I happen to disagree. The NBA licenses their logo to manufacturers, exactly the same way that Nike, Reebok, etc. also do. Do you make players with Nike logoed headbands on remove them also? A Wisconsin state association directive does not necessarily apply to any other state either. Unless you have something specific from the NFHS or the Nevada governing body, I really don't think that it's up to you whether you should ban any specific logo or trademark, if they do not exceed the legal dimensions set out in the rulebook.
