Read that again. It says "struck at...and is missed." Now we all agree that he missed it. So let's just look at struck at.

Now did this batter attempt to strike the ball with his bat? The rule does not say "it is a strke when the batter swings and misses." The rule says "struck at", therefore he would have to attempt to hit the ball.
