I called the plate in a 4A varsity high school game the other night and one of the teams had matching paper flat wrist bands.
I did allow them to play, last game of regular season and apparently had been allowed all season. Did I do the right thing? They appeared to be harmless enough and looking at the rule above they would not qualify as jewelry. Any thoughts would be appreciated.

I wouldn't consider paper bands (I'm visualizing something like the amusement park "I've paid" bands) to be jewelry.
