REPLY: Yeah umpump...it was intended for Jim Neil. Now I'm really confused. I thought that Jim was saying that enforcement should be tacked on from the spot of recovery. I understood, and I think the Fed Case Book play substantiates, that it should be tacked on from the spot of the fumble.
