A technical foul can
never be a personal foul. Personal fouls, by rule, are live-ball contact fouls, or contact by/on an airborne shooter when the ball is dead. Technical fouls, by their own definition, cannot meet those criteria. Furrthermore, only
some technical fouls can be charged to an individual. Team technical fouls aren't charged to individuals.
