To answer your question when the horn sounds which signals the expiration of playing time the ball becomes dead immediately and the period ends. There are exceptions to this statement when a tap/try occurs near sounding of horn. Whether we as officials echo that horn by sounding our whistle depends on the situation.
1. Horn, no try, quiet gym, players stop. Horn has done it's job and whistle not necessary but OK if you wish.
2. Horn, no try, noisy gym, players continue. Blow whistle to echo horn to stop play.
3. Horn with try attempt but ball not released. Blow whistle, give signal 2(stop clock/dead ball)and follow with signal 27 indicating no score can happen.
4. Ball released, horn. Withhold whistle. When try is unsuccessful blow whistle and give signal 27. If try is successful, blow whistle and give signal 28. If try was a three point attempt Blow whistle, give 3 pt attempt signal and follow with either signal 27 or (32 followed by 28).
