In reality, everyone just reacts to the sound of the horn and ignores the referees. Kind of like Captains' meetings (a waste of breath).

I suppose it depends on how they "do it in your area" and how you were taught. We were always taught to raise a hand (like a violation) and have the trail official blow the whistle to signal the end of quarter.
If there is an airborne shot, the whistle ends the half, not the horn, because the ball is live until it goes in or it's certain that it will miss.
