You're right.

But 5-10 refers to charged time-outs, not the intermission between the second half and an overtime, so it clearly doesn't apply either.

The question is, which part of 3-4 (which deals with substitutions) applies to the intermission between the second half and an overtime period? I think that 3-4.2 (cited above) is the closest.
