It depends on if the second foot hits the floor before the ball is released.
When A2 takes one step forward (lets say his right foot), then his left foot becomes the pivot foot. He can spin all around or whatever on that pivot foot. He decides not to dribble. Now, if he lifts his pivot foot (left), he must pass or try for goal (release the ball) before that pivot foot hits the floor again. If the foot comes down and he is still holding the ball, it is a travel.
I bet you see that one NOT called quite often, usually the giant steps and shoot maneuver.
