No, it's certainly not a foolish question and you're not the first to ask it. Here's a couple of things to look for:

1- The little hesitation move when the dribbler goes up on his/her tiptoes - Many times the dribbler does a quick little wrist flick and carrys the ball.

2- The move where the ball spins in the dribblers hand - Usually a crossover is coming but the dribble has actually ceased. It's a double dribble but carrying/palming will do just as well.

Both are hesitation moves that are actually illegal.
