9-1-2, pen 3 says: "If there is a simultaneous violation by each team, and no further free throws are to be administered....." If this is the first of multiple free throws, then I don't think this penalty would apply.
BTW, got my books (all 3) last night at our first meeting. POEs are:
1. Sporting Behavior -- Taunting
2. Rough Play
3. Free Throw Administration
4. Time-Out Administration
5. Substituting -- Player Disqualifications
6. End-of-Game Situations/Intentional Fouls
