I do not believe that the intent of the new NFHS rule for determining the location of the ensuing throw-in after a foul is to require that both players involved are completely outside the 3pt line in order for the sideline 28-ft mark to be correct. Therefore, I have been going with the location of the player who was fouled. My logic is that the player who fouled must go to the location of the player who suffers the foul, so the foul occurs at that location.
