Even this (above) could have been better worded.

How about:

In games where a shot clock is being used, the 10-second count begins when the ball touches or is legally touched by a player in the backcourt.

My change would take care of the few times when the shot clock is turned off (less than 35 seconds remaining in the period) and the official is using a visible ten second count.
