Dave nailed the answer!
I have found that too many players and coaches now believe "anything goes" on the first hit since FED deleted the "finger action" from the wording.
I haven't had to card anybody yet, but I sure have gotten some dirty looks and protests when I call the violations because of prolonged contact on the first hit.
