That not what the point of emphasis states:

NFHS: An elbow in movement but not excessive should be an intentional foul.

If a player pivots with the arms (elbows) moving at the same rotational speed as the hips (body) and accidentally and unintentionally whacks an opponent in the head with an elbow, that's a classic example of an intentional foul under the eight year old point of emphasis.
