Here's what I'm thinking:

In the original post, it was stated that the girl started her dribble right from the pass, with a foot in the FC. Starting a dribble implies player control. And player control in the FC because the foot is in the FC. A dribble is "intentionally batting the ball towards the floor". Or something like that anyways.

Now, you could argue if there was player control or not, in which case you could then say that the dribbles was not started, and that there was no intentional bat towards the floor, but rather a deflection of some sort. However, it also says in the original post, that the girl "bumps" the ball. Just a judgement call I guess.
