I agree that at any level below varsity, I'm probably letting this go, and mentioning it to the back (or coach - depending on level) afterward.
At varsity, this looks like an illegal shift. It's hard to tell whether he "simulated the start of play", especially with no reactionary movement on the other side of the ball. But while that's borderline, there's no question they've got 2 guys in motion at the start of the play.
