Is this rule based? Headbands? Yes. Hair control devices? Let's discuss.
If a girl has her ponytail tied in a bow with cloth ribbon, and the ribbons extend a few inches, I will take a pass on not allowing her to play with such.
If I try to enforce such a rule for a hair control device, I don't believe that I have the rules to back me unless I deem the device a safety hazard.
