Yes, this was Team USA try out/selection camp. WBSC rule change this year (Aug 2017) that allows only the pivot foot to be in contact with the pitcher's plate. The rule was changed after a lot of difficulty and illegal pitches at the Men's WBSC championship this summer; the rule (for both men and women) had both feet in contact.
To be clear, the current WBSC pitching rule is one foot one, hands come together and motionless for 2 seconds, leaping is allowed as long as the release happens on the landing. See
