Should have been a PC foul and this is now the Lead's call.
Five years ago this was the C's call, but the mechanics have changed.
The reason for the change is that the C cannot watch both the drive with any defenders near the dribbler AND find the help-defender stepping in front attempting to draw the charge. The C simply cannot know if the defender obtained position in time while striving to observe several aspects of the drive such as bumps/handchecking/traveling. Therefore, the mechanics have now shifted responsibility of the help-defender to the Lead.
