Jeez, that's a lot of friggin' information...Anyhow, since you posted it, based on the info at hand, here's how it most likely SHOULD'VE been handled:
regardless of how the points were assessed prior to the TV (grasping clothing), the TV SHOULD'VE been assessed. When the coaches "ran to center" as described, both coaches should've been hit with unsportsmanlike penalties and sent away. I guess this didn't happen. Regardless, even though it was the wrong call to wave off the TV, the info at hand says that is what happened. Considering that other matches occured, the rewrestling of bad time and subsequent OT, by rule can not and should not have happened, cut and dried.
