nagws net rules

some schools in my area use nagws rules. i usually call nfhs and am having problems with the net ruling. when do you make a net call for nagws?

Like USAVB and NCAA if the contact is minor and the person is not playing the ball, let it go.

Theory is if the player is on the other side of the play, not involved, and brushes the net, why penalize them? Keep the game moving....
