NFHS Question: IHSA Modifications? 2 questions

Regarding NFHS Rules, specifically IHSA (Illinois) modifications... a situation occured at a Regional match wherein a player was warming up, then moved away from the court (but still within the gymnasium) and removed her shirt (still wearing a sports bra) and changed into her team shirt. Following NFHS rules (actually Casebook Situation 12.1.1 specifically), a verbal warning was issued to the coach of that player. However, the "Casebook Comment" continues, "State Associations may have specific policies regarding removal of uniforms in the competition area."

OK, 2 questions:
1. Does Illinois have any more specific policy? If so, what is it and where is it found?

2. More generally, where can I find & print (have a hard-copy version of) the current Illinois modifications for ALL volleyball related State Association policies/modifications? I specifically am asking for a hard-copy/printable version so that I can defend my ruling to a coach during a protest. I don't believe the words "Coach, trust me, I can't show you the rule, but believe me, it's in there." ... I don't think the coach will be too happy. And I won't be happy either.
