Can screening be called if there is intent even though an actual screen did not take place?

I would say no. No screen, no call for screenig. Although, preventive officiating would demand that you call the captain over to the stand and inform them that you believe they are purposely committing an UNSPROTMANSLIKE act and if it were to continue, they would be sanctioned appropriately.
