For NFHS, the rule states that a back row player may not block or attempt to block. The book is in the car, so I cannot provide a rule reference.

Your description sounds like an attempt to block to me. The definition of block that I have been taught is that the player is within arms length of the net with hands over the head. Jumping is not required.

There is no requirement in the rule that the blocker is above the net as with a back row attack.

From your description, I would have called the back row block.
