I'm currently involved in a few sports, but have no experience in swimming. My roommate is interested in getting certified for swimming for next year, and while I've been able to help her with the PIAA (PA HS Assoc) testing, I don't know what chapters are in the area, and which schools they service. Anyone from around here (SW PA/ Pgh) that could give me some info?

Since you are already involved with PIAA sports, go to the PIAA web site and look at the interpretation meetings for simming in District 7. That will let you know what chapters exist and who the interpreter is for each chapter.
