ASA 12U game. Score 5-3 home team. Vistors trying to get inning over in order to start a new one before time runs out. Pitcher with both feet touching the mound but, before hands are brought togeather and before the batter is in the box. Ump calls illegal pitch. Must the batter be in the box before the pitcher can put both feet on the mound. I don't see it in the rule book.

No, and it's a pitcher's plate
